5aug0p9	TODO	spec/*.fmsl	Move these files to .deprecated, or othewise
				deal with them.  The files referenced in the
				makefile have been renamed *.sl.  It's the
				remaining .fmsl files that need to be dealt
				with one way or another.

19dec04	TODO	admin.rsl	The postcond for NotifyUsers is a bit wobbly.
				Make sure it's strong enough and otherwise
				correct.  The issue is that of "no disturbance"
				to the udb' except for the addition of a the
				notification onto each user's notification
				queue.
