EasyTestMaker is a free web-based test creation tool, with additional features available to paying subscribers. It allows the user to create and store tests, but provides no question generation capabilities. It is, essentially, a good formatting tool for teachers who already know what questions are going to be on the test. EasyTestMaker good at what it does, but doesn't do much.
