Whether the user, a teacher, is starting from a blank test or a test loaded from the Test Bank, the user is able to add a question to the test.

The Question toolbar menu has two options:

1. Create new the user can manually create a new question.

2. Import from Test Bank the user can load a question from any of the tests available in the Test Bank.

Selecting one of these options will open an internal window within the application.
