TrainingCenter.com is a commercial product/service marketed exclusively toward the tutorial taker. As such, the administrative interface is not available so the tutorial creation process is unknown.
Good Features:

A "My Transcript" feature lets you see all the tutorials you have started, when you started them, how far you got (as a percentage), grades for the quizzes (first try and best try), and a "mastery" indicator

While in a tutorial a searchable index is shown

For each tutorial there are "Course Tools" that include a Skill Assessment test, previous scores, progress reports, glossary, information about the tutorial (author, copyright, etc.) and printable exercises.

Preferences control what type of multimedia is displayed, text size, overall appearance (backgrounds andsidebar pictures) and search options
