2.2.1.1 - User Creation UI
Before any rights (other than the default settings) can be granted, a tool administrator much first create a "user" (as the screen below shows a screen shot of.) An administrator can reach the creation screen using the "+" sign on the NavBar (see Section 2.1.3).

To explain the items above, each element is discussed here:
- Login: A string of any standard keyboard ASCII characters (other than spaces.) Note: Login must be unique.
- E-mail: Any valid e-mail address (see RFC 5321 & 5322.) Is not required to be unique.
- Name (First and Last): To assist with searches, the users name may be entered. Both first and last names are strings.
- Password Creation Method: As many users will be interacting with this system, the administrator may allow the system to auto-generate a password and send it to the e-mail address provided.
- Password & Confirmation: Should the administrator wish to enter a password, he/she may do so here. (Note: These fields will be disabled/enabled based on the Password Creation Method option above.)
Upon saving, and content is valid, the administrator will be redirected to the permission page for the newly created user (see Section 2.2.1.3.)
